SENATE BILL NO. 227 BY SENATOR MYERS, entitled:                                                                                 
                                                                                                                                
          "An Act relating to the evaluation of capital projects;                                                               
          establishing the capital project evaluation division in                                                               
          the office of management and budget and the capital                                                                   
          project evaluation task force; relating to school                                                                     
          construction grants and bond reimbursement; relating                                                                  
          to harbor facility grants; and providing for an
